Bitrate and compression are major reasons yt can store the zillions of videos. I'm really skeptical if they would give every run of the mill video more bits. HDR is better because not everyone will upload HDR.

You can fake HDR by converting 8 bit videos in 10 bit in post production without offering any higher dynamic range. So what you end up doing is to give people a reason to cheat. Just give the honest 8 bit bros some more bitrate. :D
