    T3: i suspect many patients 'expect' a long wait time (past experience, etc) so don't feel an urgency to get there on time.

    if patients are chronically late for appts then tell them to come back during those "open hours"

    I think doctors need to re-assess the hours and days they are open and experiment with 'open times' (no appt necessary)
