Ummm... let me let you in on a little secret. It's called "Commander in Chief". I'm not exactly fond of it, just like when 44 was letting the drones do the "CiC" bidings. Tough to make the call, but any POTUS has it.
Commander in Chief doesn't equate with Dictator. War powers act requires Congressional approval BEFORE waging aggressive war on a foreign power. Its what we call "checks & balances". Odd that so many seem to have forgotten this simple concept.
