Free Healthcare is not a right, it is a privilage. CHIP is a great program, and if only Children of Citizens were on it, it would be a lot more affordable. As it is, it is Abused and ERs are used as Primary Care MDs, driving the cost of a simple cold to $1000s instead of $100s
