The way I understand it, CHIP is for children after they are born. The infant mortality is due to lack of prenatal care and delivery problems.

Too much funding goes to Child Abduction Services and Family Courts. It's a billion dollar industrial complex with over 25 income earners per child. Imagine if that funding went to children and families instead.
