Mo (barely) ran a terrible campaign. He was banking on Hannity, Ingraham, talk radio support to do the heavy lifting. He was as arrogant in this race as he usually is in general elections. Also, Moore was an outsider, Trumpy candidate, selected by AL repubs who oppose GOP est.
