Should be removed in an emergency situation. Where I live, although not foolproof, baskets are placed in the drainage gutters.

This prevents flooding, because the baskets collect the debris, and let water through. The baskets are emptied frequently.

Free building materials should be donated immediately for construction purposes. People are living in homes that have black mold.
