Yup, it was special prosecutor until 1999, then the independent counsel statute expired and now it's special counsel.

Yes, it is the same. "Special Prosecutor" is an older statute, whose function is now performed by Special Counsel. She should know this.

Seems to me she's advocating for reinstatement of portions of the Ethics in Government Act of 1978. I'm with her on this.
