The reason Warren spoke so much is that the other candidates kept calling her out by name. By the rules of the debate, that gave Warren 45 seconds to respond. Tulsi did it herself.

How is this about money? Warren's policies are more progressive and, if enacted, would cost the corporate class more than Gabbard's. The better explanation is that Warren is the leading candidate and was attacked more often, which generally guarantees response time.
