always in favor of climate improvement, but why are these conversations being aimed at the usa and uk - places that lower emissions every year - and not china. a place that increases.

I think mostly aimed at IS due to general refusal to act in a coordinated way. US has def been improving but has historically been the worst offender. China is increasing rapidly as standard of living improves but they have committed to making huge investments in green energy.
