Yes. And Saudi Arabia's exclusive control of Mecca has caused interfactional turmoil and feeds into acrimony over Israeli control of Jerusalem. If Mecca were made a site of pilgrimage for all regardless of sect or income, then I believe the struggle over Jerusalem would die down.
