the paddle card is this little tiny 6-layer PCB right inside the plug. it brings the tightly spaced connector pins out to larger pads that the wiring solders to. it also contains the ID chip that has the cable parameters: maximum power rating, etc.
the latest USB 3.2 spec mentions that cables can now contain amplifier chips to boost the signal! these chips go onto the paddle card.
oh yes and i almost forgot--those wires are *hand soldered* onto the paddle card.
Is that why it can't charge my phone?
maybe? tbh i don't like how usb is trying to replace functionally-different cables all with identical looking usb cables.
