It looks like EU/AU/NZ colour codes, rather than outdated US codes?
it does, but it's got a standard US 3-prong plug at the other end. 
What is the filler in these actually made of? Seems like an impregnated paper.

Those are standard colour codes for the UK, at least. Brown=Live, Blue=Neutral, Green/Yellow=Earth. I went to a Chinese take-away in Bournemouth once, called the Good Earth. It was painted green and yellow
That color code is actually still the current color code used in the UK. ^..^ Brown is hot, blue is not.
That‘s the current color code in Germany/EU...
Those are the standard AC power cord colors, as defined by the IEC 60446 standard
I remember adding/replacing plugs on UK cables that looked like this with the filler. For a long time now in UK cables the outer PVC has been more like a clover cross section
, with channels for the 3 insulated wires.
