Try sanding with a full series of "micro mesh" sheets, used to polish plastic cut on a lathe.
This would be the best. I've seen this process used for hand-finishing lenses made from laser-cut clear acrylic. Another method would be to apply a controlled distribution of heat to the surface. Something like rotating the LED in a drill/lathe and hitting it with a butane torch.
