There are some hard-working, genuine and caring staff that work at Twitch. The state of DMCA is not their fault. Twitch is really missing the mark. They are not a cohesive company. They need to do more to save their platform. Both can be true simultaneously.
I think this is an often missed point. Many companies have amazing staff who do everything they can to make things better and help but their hands are tied in some things and they aren't deciding the overall direction.

Yep. I've had people literally screaming in my face over Blizzard shit I had absolutely nothing to do with or control over. It's dumb.
