It's actually the other way around. If it's illegal, then it should be investigated to determine his intentions. But in the absence of actions, intentions aren't supposed to get your freedoms taken away. Maybe we should find out what he actually did before he's arrested.
That's my point actually. If it isn't illegal, he shouldn't have been arrested but he was and the majority of people seem to think it was the right move. So that being the case, why is it legal to do something that results in your arrest that people agree with.

If someone gets wrongfully arrested, typically you'll see people yelling abs screaming that the police fucked up but here they are applauding them for stopping a shooting when the guy hadn't done anything. Society's reaction indicates it shouldn't be legal.
