#BREAKING 20-year-old man with rifle,handgun & body armor arrested at Walmart on Republic.

The problem here is we don't know the guys intention and it seems he wasn't breaking any laws. So if it's generally considered not okay to walk into Walmart with a rifle, pistol & body armor, why is it legal to do so?
