I reported this very obvious scam video ad to YouTube and they refused to remove it because they can't 'verify it's fake'.

That doesn't apply here as most of them wouldn't fall under an impersonation complaint, rather scams/ spam. Even so, YouTube does accept third party impersonation complaints.
They accept the complaints - that doesn't necessarily mean they deal with them properly.
