Boy, I wish I knew that answer to that. But this is one of the many cherry-picked reasons why Republicans love the status quo. When they benefit, they're desperate and will do ANYTHING – ethics, rules and even laws be damned – to keep things just as they are.

I don’t see the under funding of state education as being the reason Mitch keeps being re-elected. Lack of strong Democratic candidate and the amount of $$$ that gets spent on Mitch’s campaign are bigger factors.
