Go to creator studio, my channel on the left and then click monetisation, scroll down a bit and it should be there.

Well you’ve only made like 15 videos so your not doing to bad, you just have to consistanly be making videos for a while and you’ll get there

Yes, go to creator studio, My Channel on the left hand side. Then click Monetization. Scroll down and it will be there.
