She is the ruler of Helheim. She transformed it through her hatred of Odyn. But you can still rule over something and also not be able to leave/escape.

That line of thought makes sense. She *could* leave, but why would she? Her base of power is there. I still think its too obvious that N'zoth is Azshara's monologue buddy in that cinematic. It would be nice to mix it up and have another potential partner be added to the drama. :D
