I suppose Azshara COULD set up a Ny'alotha expansion, but I'm still of the opinion that Ny'alotha IS or is IN the Shadowlands.
What if N’zoth turns on Azshara at the end, setting up her defeat/death, only to choose to elevate Sylvanas as a replacement. :D

I don't think azshara is THAT powerful, I believe that's Nzoths intent from the beginning, use her to release him and take out anyone who might cause him trouble and turn on her, Azshara is clever but she shouldn't be able to outsmart an old god.
