The flat-hierarchy-where-that-one-clique-somehow-gets-to-make-all-the-decisions is quite common, yeah. And so trite it ain't worth entertaining.

Yep, that was it. Was a new multidisciplinary program, emphasized student input to help shape it, but that was mere words. Disregarded all input below associate professor level. And mostly listened to Anthropology, Ecology, Urban Studies profs, ignored most others.

Yeah, it's just imitating the Roman model, but without all the finery and ritual. Give the plebs their tribunals and votes, but keep the real decisions safely in the hands of the elite.
