Even earlier, perhaps. I've been watching Donald Kagan's lectures on Ancient Greece. They had sortition for most government jobs. Strict one-year term limits for pretty much everybody except experienced generals.

If only the sequel had been nearly as good.
At least I got some neat gameplay with Shogun 2. Despite TW: WH being quite good in terms of animations and battle gameplay, the campaign feels a bit stale by now. Not much innovation since the glory days of Rome 1.
