Is Facebook's increasingly buggy interface and bandwidth-hogging a direct result of their surveillance, or just sloppy engineering?

I generally attribute any major website's slowdown to ad serving, which falls under surveillance. But I don't know for sure.

that in particular, the usability of pages implicated in heavy consumer surveillance seems to have gone down drastically over time.

It doesn't surprise me to see Microsoft-bought services slow down, but I recall Google and Facebook spreading due to speed & ease of use.
