Disruption works against anything exhibiting centralized nodes or infrastructure. Networked movements seem antifragile in this regard.

I think you're right in the sense that OODA loops are applicable for organized actors.
However, distributed actors can still have strategy.

In the end, the strategy is about outcomes.
Will you get a white nationalist govt., or will you not? Will you subvert capitalism, or not?
Conceptually, the OODA loop still seems relevant in that context. But maybe it's a bit flat now, in light of the added complexity.
