I agree with the stuff you've added. I'd still say an echo chamber is a very local consensus that can't be ported outside its small borders.

I remember when to advocate for torture was beyond the pale. I wish I lived in that echo chamber still.

But as you say, those were *shared values*. Neocon think tanks were the echo chamber. The US betrayed centuries of civil rights work.
