Norway is no paradise, but most of the social darwinist stuff in our society was pulled up by the roots in the past few decades.
Comparing that to the US where cops can shoot unarmed blacks 'legally', I'd say the problem is deeper than what you describe.
And FYI I'm Sami. My ancestors were put through forced cultural 'reeducation', had their lands taken, their language nearly destroyed...

By the Norwegian state. It's only since about the 80s it got better, but I still don't speak Sami because my family dropped it 60+ years ago
