Thought content perhaps not, but thinking in itself seems to be voluntary, at least to a degree. I've gained some sparse control over mine.

Silence.
Random notion arises and passes.
Silence.
Another notion.

It seems to be the whole "not chatter" thing, but it's toggling on and off again all the time. Unstable.

For someone who hasn't shut off chatter, I'm very good at shutting down thoughts. It all requires deliberate state manipulation

you can relax completely, and that will empty out a ton; or you can channel jam thru attention so there's no room for thoughts.
