Many Roman cultus were hidden knowledge traditions, not open to or accepted by the mainstream. That's what lead to their suppression by pagan emperors: they were potential hotbeds of sedition. So I don't think that's a requirement? Might be super common today, though.

Eh, I was being sort of obnoxious. My bad. What I meant to say is you have esoteric traditions where there is an intiation process and codes of secrecy, as you described. These may or may not involve doing occult stuff, though. Take the Pythagoreans: math and also math magic.
