It all works pretty well until your society or organization falls below the Dunbar’s number. Anything more than this, and layers of abstraction become necessary.

This is true.
I'm not saying states aren't an endemic scaling problem. More that we seemed to once have been below the prerequisite population density.

Right, ‘civilization itself’ would be more accurate. Still, that’s still quite a chunk of time, and there’s little chance we’re going back to total Earth population in tens of millions people, so I might as well accept the rules of the game and move on.
