In fact claiming that procrastination is caused by not caring enough is actively dangerous. If you find yourself procrastinating, you'll load more pressure and emotional load onto yourself, driving more procrastination. The trick is to care *less* while still doing it.

I find I often end up procrastinating when I need to interrupt what I'm doing in order to do something undesirable, before I can do something I want to do. E.g. I need to vacuum my room right now, and was supposed to vacuum the rest of the flat too. This caused 15m of delay.
