Many of the most devious manipulators I know of virtually never lie in any overt way.
It's the way they present truth that is used to manipulate people.

I can't really give direct examples from those cases, for Reasons.
Still, when you know where to look it has a certain... tenor? You can definitely tell, if you have your antennas tuned for it.

Yeah I tend to delineate between 'lying' and 'deception' for this reason

Sure, you can do that. I don't think it's particularly necessary except with an overly narrow definition of "lying", though.
