Break their unions.
Fire every problem officer & all top brass.
Kick Israeli trainers out.
Re-do police training, teach deescalation.
No impunity.
Prosecute killer cops.
No black sites.
No excuses.
US policing is so broken this isn't even everything, but...

If your cops are trained to act as an occupying army and operate with complete impunity while unions protect them, they will remain a mafia.
And/or a willing instrument in a full-blown police state.

Those Norwegian cops people love to share videos of will happily ruin someone's life using Norway's draconian drug laws or w/e.

A police force will always be an instrument of force for the state. It's unjust and has its many opportunities for abuse of power.
However, the US model is like something out of Israel or some minor despotic territory that appears and collapses in the space of decades. Extreme.
