It's definitely a move, but that one has been inevitable for a while.
There's no chance of projecting force in the South China sea without war, so all they could do was bark.
I mean making real moves on global trade, security - there are obvious justifications that can be made.

I think China will continue to pretend its not #1 even if/when it becomes #1. postpone + minimize scrutiny and accountability as long as possible

I suppose their favourite method of buying all the things and then exerting pressure through "private" owners will work wonders.
