Modern states do protect us from some of the worst excesses of blood feuds and mob rule, however...
... they also protect & perpetuate the abuses those systems were designed to fight.

There are people in active circulation everywhere who are so dangerous they need to be shunned or worse in order to keep others safe.
The state monopoly on force renders most viable forms of social immune systems inoperable or extralegal and thus fragile.

This is not to say that those previous systems were healthy, but simply that protecting people from abuse is a hard problem only worsened by states.
