The most insidious causes of abusers acquiring new victims, when they themselves are protected from repercussions: The people best positioned to issue warnings are the most reluctant to do so. & The people most in need of staying away are the least receptive to warnings.

There are people in active circulation everywhere who are so dangerous they need to be shunned or worse in order to keep others safe. The state monopoly on force renders most viable forms of social immune systems inoperable or extralegal and thus fragile.

This is not to say that those previous systems were healthy, but simply that protecting people from abuse is a hard problem only worsened by states.
