OK, I think this line of thinking is worth seriously considering - tl;dr: Johnson's behaviour is because he's an arsehole, rather playing out some clever plan. Honestly? I think it's a bit of both. Just as Trump is barely functioning mentally but still serves a purpose.

The concern with the whole Bannon thing is not so much his influence (he doubtless has *some*, but isn't running the show) - it's that his predictions seem to come true. Just read back over some interviews.

You can equip someone like Johnson with a handful of stock phrases, a general direction and even a reasonable idea of the kind of response he's going to get - and let him fly. It isn't genius, because it doesn't have to be.
