So relentlessly harranguing people for extremely minor breaches of ethics in very angry ways is treated as just. This has a net negative effect on the system it is "meant to help".

I think there are all sorts of situations where anger is justified. And situations where seemingly excessive anger is justified as a form of deterrence. This is a small minority of the situations people with persistent anger problems will get very angry in.

There is an equal and opposite problem of people refusing to get angry in situations where it is extremely appropriate. But that's another story.
