Relationship outside your marriage is one thing. Keeping that a secret from everybody is another. Neither is nearly as severe as rape or using power to get sex with students, but the effect of this investigation will not be trivial.

I absolutely think it is an ethical breach relevant to someone's suitability as a teacher.
