My Norwegian upbringing parses this as the insulting phrase that it is in that cultural context. Pretty funny, actually.
(It's roughly similar to "what were you thinking?" in English, at least in my hometown.)

This is why I get upset when many linguists diss semantics.
(Just because they aren't good at quantifying it, I think.)
