+ Really not very much on board with the ethics of institutionalizing shaming people for doing something that is harmful to themselves.
I think there are better ways to handle this stuff.
In Norway smoking rates are declining pretty fast.
I think that's a combination of things. One is legislating in favor of non-smokers (banning indoors smoking etc.), which is essential. I lived in Prague long enough to appreciate how much life sucks for non-smokers otherwise.

I don't know if that is the case or just my gramps waffling as usual, but I think it's good policy if true. Don't pollute common areas. That's important.
