a thing i'm curious about is why anti-smoking type ads don't go more aggressively with the social shaming if I were tasked with this I think I'd do something more brazen like "JUUL SMOKERS ARE INSECURE" it doesn't have to be true, it just needs to seep into common consciousness

In Norway smoking rates are declining pretty fast. I think that's a combination of things. One is legislating in favor of non-smokers (banning indoors smoking etc.), which is essential. I lived in Prague long enough to appreciate how much life sucks for non-smokers otherwise.

Another is that smoking is perfectly legal, but subjected to heavy tariffs. A pack of cigarettes is really, really expensive, on the order of a full day's worth of (cheap) food for one person. Smokers subsidize their own health care costs, effectively.
