Also increasingly overladen with pointless rules and custodians with real power to sanction "not compliant" individuals.
The specific example of red lights will get you fined >10% of an average person's salary around here.
Utterly absurd, but it scares people.

It is a real risk for children here to e.g. be hassled, even assaulted, by random gangs of drunk alcoholics (towards whom enforcement is lax at best).
Does this justify mass paranoia and misery nannies calling the cops on your kids? Probably not, but people feel differently.

Wealth disparity here is massive.
Resultantly, anyone who has anything is terrified of having it stolen by the excessively powerful state and ultrarich on one hand, and have-nots on the other.
There is very little communal feeling of any sort. People are very often hostile.
