Also increasingly overladen with pointless rules and custodians with real power to sanction "not compliant" individuals.
The specific example of red lights will get you fined >10% of an average person's salary around here.

It's obvious that there are larger social forces at work here. Interestingly, this phenomenon is almost nonexistent in Norway.
I'm guessing it has something to do with mass inequality/poverty. It makes people paranoid on one end, dangerous on the other.
