It would also be nice if we stopped using Excel for any and all collaborative documents, but not so sure this is feasible.

Dear government departments of the world, Never merge cells in Excel. If you want to display text in big one-colour boxes, just left justify the text in the first cell and set the interior border to the background colour. Thank you, The World's Analysts.

Everything that runs in Excel is horrendously buggy, and small pieces of data are lost every time you have to reboot over some minor issue or freze. This makes version control more than a little bit messy, esp. in bloated intranet structures with lots of tech debt.
