and have established, public structures for the processing of grievance since they are inevitable even with the best attempts to end causes and conditions. that way people do not feel like they have to hold onto it.

if there is no external or social process in place for a person to safely share the burden of the grievance than i'm not sure what other possibility there is than accepting it and letting it go so that it doesn't eat away at you

I think the only reason it doesn't work better in Norway in every single modality is that Norwegians are excessively conflict-averse and thus enable abuse. That said, people here just proceed to *openly* enable it for all sorts of reasons, instead of trying to hide/ignore it.

Bit of this, bit of that. Cultural traits aren't always easy to pin down. Norway is also a very prosperous society that doesn't reward getting to the top so much (first off, you aren't going to die because you can't afford insulin - second off, the privileges aren't as great).
