IMO, yep. Every major advance has been preceded by violent disruption, because power resists major advances almost without exception. Bhutan's pre-emptive switch from absolute monarchy to democracy is one of the exceptions that prove the rule.

It's an unfortunate state of affairs. Hopefully, coddled rulers of today's west will have a weaker tolerance for disruption than in past. They better do. The New Deal came after decades of violence against the rich & imminent threat of violent revolt. We don't have that time.
