If you're using it just to be nasty to someone you know, though, as many do, that's a bit weird.

when I have seemed to do it it seemed to me it was better to pivot from a private concern to general interest. also I'm not "chatty" and don't easily make friends. if I wanted a chat room I'd look elsewhere.

Yup! Twitter ought to be what you want it to be. Personally, I often use it to converse. Difficult to make friends in outback Poland.
The site has many issues, but it does provide you the tools to make the sort of account you want. I hate when people try to subvert that.
(Policing how other people "should" tweet being one of those things - but just muting people, unfollowing them or blocking them is basic hygiene, IMO)
