P.S. Kids selling small food objects and the like, with some minimal provisions, is legal in pretty much any civilized country.

Even fucking Poland, which is as close to an overregulated capitalist hellhole as you can get after the entire economy got tanked, then sold to foreign buyers, tolerates poor people selling wares.
